INITIAL TAKE

Economic diversification now increasingly depends not only on investment in new industries, but also on how those industries operate with sufficient speed, intelligence, continuity, and coordination. This places telecom operators in a very challenging position; very different from their traditional roles as connectivity providers.

Even though across manufacturing, logistics, energy, healthcare, finance, public services, and emerging AI ecosystems, the ability to generate data is growing rapidly, the ability to act on that data consistently, in real time and at scale, remains low. In many cases, the difficulty really boils down to closing the gap between information and execution. This is where the role of the network begins to change.

For years, connectivity was built mainly around consumption, whereas we now operate in the age of “pro-sumption”, where individuals, devices, machines, industrial systems, and digital platforms continuously produce and exchange data. Traffic continues to grow, but value is not at the same scale. At the same time, many of the higher-value digital services built on top of connectivity are being shaped by cloud platforms, application providers, AI companies, and other ecosystem participants. As a result, telecom operators and their networks are increasingly required to do more than carry information, and must also help coordinate activity across people, systems, institutions, and industries. This, in turn, carries an imbalance in which telecom operators have to carry more demand while capturing only part of the value generated by that demand. The ongoing interest in the “telco-to-techco” ambition emerges from this very imbalance.

A telecom operator that is a technology company, or a “techco” or “TechCo”, can build deeper technology capability, improve its own operating model as well as help improve ecosystem operating models, integrate AI, and expand into higher-value services. It can support national economic priorities more directly, and can become a stronger contributor to industrial modernization, sovereign digital ecosystems, local value-chain development, and new forms of digital activity within and beyond national borders.

In this context, spectrum, AI, advanced networks, and an operator’s business ambitions form part of the same question: Can operators turn accumulated connectivity strengths into usable digital capability across industries and domains?

WHERE INTELLIGENCE & ALIGNMENT EMERGES

Manufacturing systems can identify faults but may not respond quickly enough to avoid downtime. Logistics systems can generate location and tracking data but still struggle with coordination across assets and routes. Energy and industrial operations can detect risk but continue to depend on delayed or periodic interventions. Healthcare systems can collect large amounts of patient and system information while remaining fragmented across institutions, devices, and service environments.

In each case, data exists. What is missing is the ability to convert that data into timely, reliable, and coordinated action. Thus, we can say that the value of advanced network infrastructure is best understood through the real-life problems it can help solve. And this is precisely why it is crucial that telecom networks evolve beyond traditional telecommunications services.

Advanced networks can provide the performance, responsiveness, and control required to support continuous monitoring, machine interaction, distributed decision-making, and industrial-grade execution. However, network capability alone is insufficient. Operators must also be able to Simplify their own services, Work seamlessly by integrating their systems, improve customer experience by accelerating Instant onboarding, respond quickly through Fast support, and make pricing more Transparent. This is the practical importance of being what I like to call “SWIFT” before attempting a broader techco transformation. These are basic capabilities, but they determine whether larger ambitions can be sustained.

A telecom operator that remains operationally fragmented cannot easily deliver integrated digital services across industries. Nor can it move confidently into AI-enabled operations, cloud services, fintech, media, enterprise platforms, or other areas where value increasingly resides.

The industry already has access to advanced communications systems, distributed computing, AI compute, automation, cloud environments, and security frameworks. Regulatory and business approaches are also evolving. So technology availability is no longer a primary constraint as it used to be. The more difficult task now is combining these capabilities into services that are usable, repeatable, commercially viable, and relevant to national priorities. This is where the techco ambition gains strategic weight.

An operator that remains confined to connectivity may continue to move traffic while allowing higher-value digital activity to develop elsewhere. Over time, this can weaken local value chains and deepen dependence on external platforms, systems, and decision environments. An operator that expands its capability can play a different role.

A transformed communications service provider can help anchor national digital activity, support local service ecosystems, strengthen industrial digitalization, and contribute to sovereign capability in areas such as AI, cloud, data, cybersecurity, and cross-sector digital services. This also creates the conditions for wider propositions such as regional AI hubs, data embassies, and digital diplomacy to become more practical. More than policy ambition, these propositions require operators and infrastructure providers capable of supporting trusted, high-performance, and continuous digital activity, or simply put, digital continuity.

5G-Advanced is central to this transition because it changes what the network can be expected to deliver. Its importance lies not only in greater data speeds. It lies in stronger uplink performance, more consistent latency, improved optimization, more precise service control, and the ability to support autonomous network operations and diverse industrial requirements. This matters in environments where data is increasingly generated by machines, sensors, platforms, and distributed systems rather than by human users alone. As the network becomes more responsive and intelligent, spectrum capacity becomes one of the principal constraints.

Upper 6 GHz provides 700 MHz of contiguous spectrum across the 6425 MHz–7125 MHz range. This creates the capacity needed to scale advanced network performance in dense, complex, and data-intensive environments. The significance of this spectrum is therefore not technical in isolation. Its value lies in what it can enable when combined with 5G-Advanced capability, operator transformation, industrial demand, and regulatory coordination.

Every hertz must ultimately produce value. That value will have to be judged through more than throughput or network efficiency. It would also be assessed through industrial outcomes, new service capability, economic activity, and human benefit. Upper 6 GHz implementation now sits within continuing national and regional coordination following the relevant WRC-23 outcomes, and alongside the wider spectrum-planning cycle leading toward WRC-27.

Some earlier operator transformation models suggested that operators become platforms and their networks become services. As proposed in Huawei’s Techco 2.0 framework, however, the focus now should be the integration of Agentic AI across Infrastructure, Operations, and Business. This matters because AI can help operators optimize networks, simplify operations, improve customer experience, create differentiated services, and make more responsive commercial decisions. However, AI should not be treated as another isolated technology layer. Its value depends on whether it improves how infrastructure, operations, monetization, and service creation function together.

To bring it all together: 5G-Advanced provides the performance layer. Upper 6 GHz provides the capacity layer. AI improves the intelligence of infrastructure, operations, and business decision-making. Techco transformation determines whether the operator can convert these capabilities into services and outcomes beyond connectivity. Economic diversification provides the larger national purpose.

From an Alignment perspective, the larger opportunity appears when network performance, spectrum capacity, AI-enabled operations, operator transformation, and national development priorities begin functioning as one capability system. While operators transform, this calls for two considerations:

For regulators: Harmonized approaches can improve scale, accelerate ecosystem readiness, strengthen device and technology-provider confidence, and reduce deployment costs. Without sustained coordination, countries risk approaching spectrum as isolated national experiments. With coordination, spectrum becomes part of wider regional capability.

For technology providers: Thinking beyond selling technologies and network solutions, technology providers should respond to the new digital and digital-led economic dynamics more holistically. For example, telecom operators are not looking for more complexity. They are looking for integrated solutions that reduce friction, simplify operations, improve monetization, and support repeatable use-cases across industries. This means technology providers must understand operator realities more deeply. They must show how their propositions help convert technical capability into service capability.

In this sense, technology providers too must become SWIFT.

FINAL TAKE

Economic diversification requires industries that can operate with greater intelligence, coordination, and responsiveness. Telecom operators are well positioned to support this because they already possess infrastructure, customer reach, trust, regulatory familiarity, technical depth, and experience in delivering critical services at scale. But these accumulated strengths do not automatically create new value.

They must be combined with more capable networks, sufficient spectrum, AI-enabled operations, service innovation, commercial discipline, and a broader understanding of national purpose. This changes how operator transformation should be viewed. The telco-to-techco shift is not only about diversification within the telecom company, but also about helping create the execution infrastructure needed for diversification across the wider national economy.

The progression toward 6G should be understood in the same way: It is not only a progression in standards or technology. It is also a test of whether digital communications service providers can evolve their operating models, strengthen their service capability, use spectrum productively, apply AI intelligently, and support industries in ways that produce measurable outcomes.

Operators that are SWIFT in operation, techco in ambition, and sovereign-minded in purpose will be better placed to create value beyond connectivity. Where spectrum capacity, AI, advanced networks, regulatory coordination, and operator ambition converge, telecom networks can become part of national digital capability. Where that capability supports execution across industries, economic diversification can be accelerated.

Intelligence accumulates as perspectives diverge.
